Management & Oversight

RSI provides technical and management support to the DOE Oak Ridge Office of Environmental Management on all Federal Facility Agreement CERCLA/RCRA decision documents. This support includes strategy development; technical input on document preparation, including Feasibility Studies, Record of Decisions, and Land Use Control Implementation Plans; and tracking enforceable milestones. We provide technical support for NHPA, land transfers, and natural resources stewardship. RSI was a key contributor in the development and negotiation of the NHPA Memorandum of Agreement, enabling DOE to proceed with demolition of the K-25 building.

RSI compiles and analyzes all environmental monitoring results and we prepare the Oak Ridge Reservation (ORR) Annual CERCLA Remedial Effectiveness Report, CERCLA 5-Year Review, RCRA Annual Monitoring Report and semi-annual RCRA corrective action monitoring and detection reports.

ORR Watershed Approach

RSI championed the use of a “watershed strategy” for development of the CERCLA Remedial Investigation/Feasibility Study (RI/FS) and Record of Decision (ROD) documents for the DOE ORR. The strategy was developed for large cleanup efforts.
Under the Oak Ridge watershed approach, five RODs were developed to cover 90 percent of the environmental cleanup problems at three major facilities. These RODs established an overall cleanup goal for each watershed, delineated actions, and established a decision process that RSI continues to facilitate. This approach created an integrated cleanup plan for each watershed and resulted in savings of more than $50 million for the program. RSI is currently managing the development of a regional groundwater model for the 32,500 acre ORR to facilitate decision-making under the watershed approach.

D&D Regulatory Strategy

RSI, through our prime DOE Environmental Technical Services contract at the Portsmouth Site, was instrumental in the development and preparation of the regulatory strategy to implement Portsmouth Decontamination and Decommissioning (D&D), a remediation project integrating RCRA and CERCLA requirements. 

In our role of Owner's Representative, RSI provides oversight of CERCLA decision documents, including preparation of waste disposition and process building RI/FS and the process equipment removal Engineering Evaluation/Cost Analysis and Action Memoranda. RSI supports the Portsmouth Site Manager on briefings, white papers, stakeholder and regulatory communication strategy, and access to Subject Matter Experts as needed via corporate reach back.
