
RSI provided remediation strategy, planning documentation, and Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) decision documentation for remediation of the UEFPC watershed on the ORR in Oak Ridge, TN as part of BJC’s support to the DOE Environmental Management Program. The strategy approach includes the identification and mitigation of immediate threats to human health and the environment followed by prioritization for remediation of lesser threats. The highest priority is given to mitigation of immediate threats to human health, followed by off site releases and protection of on site workers and mitigation of threats to on site groundwater. RSI completed the CERCLA remedial investigations (RIs), feasibility studies (FSs), proposed plans, and record of decisions (RODs) for Phase 1 Interim Source Control Remedial Actions for Surface Water and Phase 2 Interim Remedial Actions for Contaminated Soils and Scrapyard. A baseline human health and ecological risk analysis was performed. During the feasibility studies, a range of alternatives were developed. Applicable relevant and appropriate regulations were identified for each alternative. Alternatives were evaluated using CERCLA and NEPA criteria, including a technical evaluation on the long and short term effectiveness of each alternative; an evaluation of the residual risk after remediation; and an estimate of the capital, operation, maintenance, and present value costs of each alternative.
