
RSI is a pre-selected teaming subcontractor to the Portsmouth Infrastructure Services contract providing technical and planning support to the U.S. DOE Environmental Management Program at the Portsmouth Gaseous Diffusion Plant in Pike County, Ohio. RSI services include program-level planning and management; technical, management, and administrative support to DOE; and site decontamination and decommission (D&D) planning for the inactive uranium enrichment facility. The Portsmouth site is a 3714-acre federal reservation with 392 facilities, many of which are radioactively and chemically contaminated. RSI led the development of the life cycle baseline that defined the scope, schedule, and budget to execute the $82 million 5 year surveillance and maintenance (S&M), and D&D planning activities. Baseline development involved the preparation of detailed work scope statements for 18 projects, including cost estimates and resource loaded schedules. The baseline is a sequence plan that considered annual funding and engineering/construction logic. In addition, RSI prepared DOE Order 413.3 compliant plans to support the Portsmouth infrastructure program, including the Risk Management Plan, Project Execution Plan, and Conceptual Design Report, and prepared supportable cost estimates to support preparation of the Triennial Report to Congress on the D&D Fund.
